John Monroe Testifies in Support of Senate Bill 435

On September 9, John Monroe testified at an Interested Parties meeting at the Ohio Statehouse in Columbus in support of Senate Bill 435 (S.B. 435), legislation that would streamline the process for addressing abandoned manufactured homes in Ohio. The meeting, chaired by Senators Michele Reynolds and Al Landis brought together housing advocates, property management representatives, local government officials, and industry stakeholders to discuss the proposed legislation and potential amendments.

S.B. 435 would amend several sections of the Ohio Revised Code to simplify the eviction, title transfer, and disposal processes for abandoned manufactured homes. The goal is to provide local governments and manufactured housing park operators with clearer, more efficient legal procedures for addressing homes that have been abandoned on their lots. Stakeholders supporting the bill cite potential benefits including improved community appearance, neighborhood revitalization, and increased availability of affordable housing sites.

John previously testified in support of S.B. 435 before the Ohio Senate Local Government Committee on June 3, outlining the significant challenges created by abandoned manufactured homes, including prolonged vacancies, increased costs for park operators, and barriers to clearing titles and preparing sites for new residents. He urged lawmakers to establish a more straightforward process that would help communities address these properties while returning housing sites to productive use.
